Would someone kindly explain this pairing to me? 
It's basically Rockman.EXE paired with Medi.EXE from the Battle Network series. You see, in the animé Medi had feelings for Rockman, much to Roll's annoyance since the pink Navi had feelings for Rockman as well. Rockman didn't seem to mind Medi's affections though and would usually just let Medi hold onto his arm without complaint, again to Roll's annoyance.

For the record, I normally steer clear of Mega Man representative x Roll representative pairings. Dunno why, but it might be because they're usually siblings or have a sibling like relationship.

Well, as I mentioned, Medi does have feelings for Rockman and Rockman in turn speaks very highly of her. Also, unlike Roll, Medi is actually able to fight and doesn't act like complete fangirl when it comes to Rockman.
As for symbolism...there doesn't seem to be any that I can think of.
